Development & Service

Building Diagnostic Consultants Limited (BDC) was found in Hong Kong at 1999 aiming to offer reliable inspection services. A sister company has also been established in Guangzhou with the same mission and objectives to serve China. BDC acted as pioneer in proposing the method of RITS to diagnose building, which includes external wall test, water leakage test, electrical and mechanical inspection. Besides, various techniques are introduced to offer services like Structure Diagnosis, Geotechnical Monitoring and Assessment, Highway Pavement Survey etc. Our several tests was accredited by Hong Kong Laboratory Accreditation Scheme (HOKLAS). (refer to HOKLAS website)

Our mission and objectives are to provide our valuable customer with a wide range of advanced and high quality services in a totally efficient and effective way.

BDC acts as an Independent & Integrity Consultant (IIC) to provide useful, reliable and comprehensive detection and analysis services by introducing new technology and reliable equipments in different specialist fields. Over 4,000 projects undertaken for the decade years of our existence, BDC focused on providing building diagnostic consultant services to a wide range of customer base including Architect & Surveyors, Contractor & Engineering, Property Management & Services Companies, government departments, hotels, and universities.

Key Achievements and Roles:

1. Building Quality Surveys and Leak Detection:

  • Managed and participated in over a thousand building quality surveys and leak detection projects.

  • Provided leak detection services to the Buildings Department, including infrared, microwave, dye testing, water pressure testing, reverse pressure testing, and radar detection.

  • Test reports have been accepted as court evidence.

2. HOKLAS Accreditation:

  • Accredited signatory for building material testing reports under the Hong Kong Laboratory Accreditation Scheme (HOKLAS), including specific projects related to infrared testing.

3. Hong Kong Concrete Institute (HKCI):

  • Executive Committee Member.

  • Contributed to the revision and formulation of the TM1 2022 standard for infrared external wall inspection, widely used in Hong Kong’s testing industry.

  • Co-hosted the 2021 HKCI Annual Conference, with the honor guest being the Director of Buildings Department.

4. Professional Memberships:

  • Royal Institution of Chartered Surveyors (RICS) member (Building Surveying).

  • ISO/IEC 17025:2005 laboratory quality management certification.

5. Research and Publications:
 

  • Collaborated with City University of Hong Kong on a Construction Industry Council-funded research project.

  • Published articles, including “Labour and Cost-Efficient Construction Method for Retrofitting RC Columns with FRP” (2018).

  • Presented at the East Asia-Pacific Conference on Structural Engineering and Construction (EASEC-12) in 2011.

  • Published research papers in international journals.

6. Media Appearances:

  • Interviewed by Hong Kong Sing Tao Daily on building inspections and water leak detection techniques (2017 and 2021).

  • Presented at the Hong Kong Hotel Association (HKHA) Engineer Committee Annual Meeting on mandatory building inspections and window inspections (2019).


7. Collaborative Research and Publications:

  • Collaborated with City University of Hong Kong on additional research projects funded by the Construction Industry Council.

  • Published articles in the HKCI journal, including “Labour and Cost-Efficient Construction Method for Retrofitting RC Columns with FRP” (2018).

  • Presented at the East Asia-Pacific Conference on Structural Engineering and Construction (EASEC-12) in 2011.

  • Published research papers in the international journal “Engineering Structures” in 2012

9. Hotel Projects:

  • Involved in building inspections and window-related engineering projects for InterContinental Hotels, Eaton Hong Kong, and Four Seasons Hotel.

10. Webinar Speaker:

  • Invited as a keynote speaker at the joint HKIE Building Division and HKCI webinar in 2022, discussing structural health monitoring techniques for buildings. The event was attended by over 430 members.
